Yeah sorry for not getting back, its my fault I should have mentioned its to parse php in templates html files which is something different. I'll keep trying different methods.

As far as I can remember, I didn't need to install curl, try this :
Copy not replace libeay32.dll and ssleay32.dll from your PHP5.2.2/ folder.
Into (Ex: C:\WINNT\SYSTEM32 or C:\WINDOWS\SYSTEM).

I think its to do with using an older harddrive cable on your new board. You can try editing your BIOS settings to enable smart drive compatibility.

No file permissions are required if hosted on a windows system.
